  5. 05

    Hand over

Transfer reviewed data through the agreed interface to your existing customs filing software.

BUILT AROUND BELGIAN PROCESSES

Three procedures. Their own preparation.

Import, export and transit share shipment information, but each needs its own checks and data. Digicust supports preparation; your filing software handles submission to Belgian Customs.

IDMS

Import

IDMS import declaration preparation.

IDMS is Belgium’s import declaration system, replacing the import part of PLDA. Belgian Customs publishes the current scope and operational exceptions.

  • Reconcile invoice values, goods, quantities and weights.
  • Bring classification proposals, origin information and supporting documents into the case.
  • Flag missing information for the declarant before handover.

How Digicust fits. Reviewed import data passes to your IDMS-capable filing software through an agreed integration. The available interface and data mapping determine the scope.

Belgian Customs · IDMS

AES

Export

AES export declaration preparation.

AES is Belgium’s export declaration system. Export preparation combines goods and party information with the documents and checks relevant to the transaction.

  • Extract exporter, consignee, product and transport information.
  • Support CN classification and configured sanctions and dual-use checks.
  • Route possible licensing requirements and unresolved questions to an expert.

How Digicust fits. Approved export data continues into your AES-capable filing software via the supported interface. Export-control decisions remain part of expert review.

Belgian Customs · MASP guidance

NCTS

Transit

NCTS transit declaration preparation.

NCTS supports Union and Common Transit. Transit preparation needs movement-specific information, including customs offices and guarantee references. Belgian Customs publishes NCTS Phase 6 technical documentation; agree the applicable messages and interface with your software provider.

  • Reconcile goods, packages, gross weights and transport details.
  • Organise available T1 or T2 consignment information and references.
  • Identify missing movement details for review before the transit workflow.

How Digicust fits. Prepared transit information is handed to your NCTS-capable software through the agreed connection. An export dataset is not treated as a complete transit declaration.

Belgian Customs · NCTS Phase 6

Official system guidance; integration availability depends on your software and implementation.

A customs declaration needs more than an invoice.

For customs clearance in Belgium, consistent data is only the starting point. Your team still needs to establish the classification, customs value and origin appropriate to the actual goods and procedure.

HS, CN, TARIC and TARBEL

“Spare parts” may be too vague to classify. HS subheadings have six digits; the EU’s CN extends them to eight. TARIC brings together EU tariff measures, while TARBEL provides Belgium’s tariff consultation. Digicust helps prepare proposals from product information; the expert checks the applicable code and measures.

Customs value

An invoice total is not automatically the customs value. The transaction-value method has conditions and adjustments; other methods may apply. Bring freight, insurance and other relevant evidence into the case for the declarant’s assessment.

Origin and preferences

The country of dispatch is not necessarily the origin. Distinguish non-preferential origin from preferential eligibility, and check the applicable rules and evidence before claiming a reduced duty. AI can help organise available documents; experts assess their relevance.

AN ILLUSTRATIVE WORKFLOW

One shipment. Fewer loose ends.

An invoice arrives as a PDF, the packing list follows by email, and the weights disagree. One goods description only says “spare parts”. Here is how a configured Digicust workflow can support the Belgian declarant.

  1. 01

    Connect the evidence

Extract the invoice and packing-list lines, reconcile the available quantities and weights, and retrieve matching product records through connected systems.

  2. 02

    Make the gaps visible

Flag the conflicting weight and the vague description. Prepare classification proposals where the evidence is sufficient; identify missing specifications where it is not.

  3. 03

    Review, then hand over

The expert resolves discrepancies, reviews the supporting evidence and confirms the treatment. Approved data continues to the agreed filing-software interface.

Illustrative example, not a customer result. Available sources, checks and connections depend on the implementation.

Before you automate your Belgian workflow.

Does Digicust submit directly to Belgian Customs?

Digicust prepares and checks customs data. Submission to IDMS, AES or NCTS is handled by your existing filing software. Interfaces and supported procedures are confirmed for your implementation.

Can we process Dutch and French documents together?

The workflow supports multilingual document preparation, including Dutch, French, German and English. Use representative documents in a demo to assess extraction and reconciliation for your formats.

Can we start with one process?

Yes. Start with a recurring import, export or transit workflow and agree the documents, review steps and software handover. Additional workflows can be assessed as your needs expand.

Who makes the customs decisions?

Your customs professionals resolve data gaps, review AI proposals and determine the appropriate customs treatment. AI preparation supports their work; it does not guarantee compliance.

Does a tariff code settle dual-use export controls?

No. Tariff classification and export-control classification are separate assessments. A code can inform a check, but technical specifications, destination, end user, end use and the applicable rules may also matter. Potential licensing questions need expert review.
